Dennis C. Shea is the Executive Director of the J. Ronald Terwilliger Center for Housing Policy at the Bipartisan Policy Center (BPC). His past work with the BPC includes serving as a consultant to the organization’s blue-ribbon Housing Commission and its Senior Health and Housing Task Force. In these roles, he contributed to two landmark reports, Housing America’s Future: New Directions for National Policy and Healthy Aging Begins at Home. During the Administration of President George W. Bush, Shea served as Assistant Secretary for Policy Development and Research at the U.S. Department of Housing and Urban Development.

Lutheran Services in America members will bring to life opportunities for expanded health and housing solutions work across our network. Reflecting on a Lutheran Services in America–commissioned analysis and summary by Abt Global, we’ll discuss the value and importance of expanding the services provided by Lutheran Services in America members to meet the increasing demand for stable, affordable housing with integrated services to promote individual well-being.

Topic A: Housing & Health – Applying a “Whole Person” Approach (to address housing and other key health-related social needs/social determinants of health.)

Context/Background: Lutheran Services in America members apply their expertise in health and social services to their housing work, advancing innovative approaches to address a range of individual and community needs. From developing affordable housing units to revitalizing existing housing stock and managing housing – all often inclusive of addressing health-related social needs through a variety of supports and services. And they do this across a wide variety of populations including children and families, older adults, veterans, people with disabilities, New Americans/refugees and more. In this breakout, participants will engage with policy discussants to better explore existing and needed policy levers based on existing gaps/challenges to better address demand and needs in communities.

Topic B: From Health & Housing to Community Revitalization

Context/Background: In many cases, Lutheran Services in America members have been in service to their communities for decades and often for over a century – working to strengthen and deepen their faith-based, trusted, community-centered approach to addressing health and housing and other essential needs. They are long-time partners with Lutheran and other faith-based congregations, churches and/or schools to advance shared goals, together, fostering deep connections including in housing. Specifically, converting land, buildings, and other resources to develop housing and community facilities. With the move to home and community-based services (HCBS) away from residential facilities among other changes in communities – this breakout will explore how to build upon and strengthen LSA member exiting efforts in housing and health to further enhance broader community revitalization efforts.
